Tommy O'Connor
Executive Director
Tommy O’Connor is originally from Connecticut and attended Johnson State College. Formerly Tommy was an Assistant Director of Admissions at Johnson State and then the Afterschool Director for the Lamoille North Supervisory Union and then Executive Director at Vermont Farm Bureau, and has spent the last 16 seasons as a Boy’s Lacrosse Coach at Lamoille Union High School. He holds Bachelor’s of Arts in Outdoor Education/Adventure Education, a Bachelor’s of Arts in Psychology and a Master’s of Science in Athletic Leadership.
Being able to work on trails stems from the love of the outdoors and finding harmony with each trail sport and the great Vermont wilderness. Trails are a place for solitude or camaraderie and are places where we find ourselves, and our neighbors.

Jeremy Sneed
Business Manager
As the Business Manager of VASA, I oversee the organization's daily operations, ensuring efficient management of resources and support for our clubs and members. My role involves working closely with the Board of Directors and staff to uphold VASA’s mission of promoting safe and responsible ATV recreation in Vermont.
I have a strong passion for the outdoors. I spend my free time with my wife and kids, fishing, hunting, riding, and working on cars.

Gordon Pirie
Trails
I joined the VASA team in the Fall of 2024. My role here at VASA is trail maintenance throughout the state. As a life long resident of Vermont I feel a deep connection with the outdoors. In my free time I enjoy boating, hunting/fishing , camping, and riding my side x side around the beautiful scenery of Vermont with family and friends.

Doug Stone
VASA Vice President
My wife and I joined the Westshire ATV club in the summer of 2010 after buying our first ATV. When I join something I intend to be active so it wasn't long after I learned a few things I was attending VASA meetings with Bruce Durkee, then president of Westshire and VASA president. I was elected vice president of Westshire and held that position for several years until Bruce retired and I was elected president. I really enjoy riding and seeing different scenery and parts of the country you would never see any other way. My wife and I also enjoy Camping and traveling and of course including the ATV whenever possible. I enjoy hunting and other outdoor activities. My belief for VASA is after 26 years and no evidence of slowing down the state has to see the benefit and the fact that we are here to stay. I am proud and humbled to be elected vice president of VASA. My goal is to see VASA move forward in a positive way and make it easier to gain trail mileage in the state for all clubs. I am also proud that Westshire is hosting the 2025 annual meeting and hope to show the towns we ride in the benefit of having us from Green up to class four road erosion control. I hope anyone from any club feels that they can reach out to me with questions or concerns.

Bill Huff
VASA Treasurer
The VASA treasurer role may not be what most expect. While the treasurer is ultimately responsible for financial oversight, VASA’s day-to-day operations are managed by a professional staff. With my background as a Certified Financial Planner rather than an accountant, I serve as a resource when needed and maintain a broad view of the organization’s financial health. I also act as a liaison to the Board of Directors, which elects the treasurer.
Previously, I worked as a bush pilot in Alaska, a commuter pilot for a regional carrier, and an airline pilot for 29 years with Trans World Airlines and American Airlines, reaching the rank of Captain on the Boeing 767. Since retiring, I’ve become active in local politics, serving as a town and county Republican Chairperson. Additionally, I co-host a conservative radio talk show on WNTK and WUVR, also available as a podcast.

Ethan Hill
Trails Coordinator
My Name is Ethan Hill I am the Trails Coordinator for VASA. My role at VASA is trail maintenance and building new trails. I take care of the mapping, permitting, equipment operation and maintenance. I also lead a team of trail techs in accomplishing our trail maintenance goals. I am a VT State partner for NOHVCC and also on the board of NOHVCC representing private lands.
I love spending time recreating in the great outdoors of Vermont. I am a hunter, ATV, and snowmobile rider. My Position at VASA has allowed me to work in some of the most beautiful places the state has to offer and meet some of the best people from around the world.

Erik Moreau
Office Manager
My role in the VASA organization is as Office Manager/Grant Administrator. In this role I am responsible for membership sales, marketing, customer service, and administering the grants VASA participates in. I am an avid outdoorsman and love riding around Vermont on the VASA trails on our family side by side or snowmobiles trails on our Ski Doo’s or Jeeping on the back roads..we are always looking for wildlife and views!
Working for VASA and helping to expand the organization and sport is a passion of mine that I take very seriously…. This is a picture of my daughter Elodie and I out on the trails!

Melissa LaBounty
VASA Secretary
My name is Melissa "Missy" LaBounty, and I serve as the Secretary on VASA's E-board. My primary role is recording and preparing minutes for Board of Directors meetings. I also collaborate with the E-board and VASA staff to ensure our policies meet board-approved standards.
I became involved with VASA to positively impact the ATV community and challenge negative perceptions of ATV operators. Riding is a fantastic way to connect with friends and family while exploring Vermont’s trails. I’ve enjoyed riding in New Hampshire and hope to explore other states in the future.
I've been an ATV enthusiast since the 1990s and joined the Southern Vermont Trail Riders Club in 2014. I've held various roles there and currently serve as Treasurer. I’m also the Treasurer of the Vermont Off-road Club in my hometown of Guilford, where I helped establish the club.
Professionally, I work as an Indirect Lending Coordinator at 802 Credit Union, where I’ve been for 23 years. Outside of work, I’m a proud mom of two young men and a devoted pet mom to a dog, cats, and chickens.
